Title: Integrating diverse knowledge bases for empowering local farmers in India
Authors: Chakraborty, Sarthak; Chaudhuri, Sabuj Kumar
Abstract: The dissemination of agricultural information process to the farmers of Baruipur, a community development block in West Bengal, India is studied. Semi-structured interviews were conducted to collect qualitative and quantitative data from 129 farmers and two government officials. The study reveals that among the available wide range of information sources and learning forms, farmers primarily value local knowledge as it is mainly experience-driven, practical and can be shared or transmitted informally among the farmers. But, informal local knowledge gradually gets influenced by extraneous factors, constructing an alternative pathway that resist the flow of information from reaching to the grass-root level. Limitation of genuine and accurate agricultural information impeded the empowerment of farmers at the micro level which demands for a superior integration among diverse knowledge systems with informal local knowledge. Here, the study identifies a more practical approach for knowledge integration, aiming to secure local preference, dynamisms and internal cohesiveness among participants from different domain. Further, this paper forwards a participatory approach based informal communication model, facilitating two ways communication for better and effective flow of need based, value added, accurate information towards holistic empowerment of the farmers at the ground level.

Title: E-resources sharing through Linux based Virtual Private Network (VPN): a case study
Authors: Kumar, Vimal V; Majeed, K. C. Abdul
Abstract: Mahatma Gandhi University Central Library has established an SSH-based VPN (Virtual Private Network) service to share e-resources with off-campus libraries. The VPN service ensures seamless access to e-resources to the academic community at off-campus departments and Study Centre libraries. Extension of e-resources access to off-campus has increased the usage of electronic resources subscribed by the university. The article presents the first-hand experience of establishing Open Source based VPN service in a university environment.

Title: Journal articles based on the dissertations submitted in oncology discipline: a comparative study of India and China
Authors: Sharma, Jagdish G.
Abstract: The study attempts to analyse the conversion pattern of Indian and Chinese oncology dissertations into journal articles. Data were gathered from Web-OPACs of leading national institutes and repositories belonging to both countries and also from the ProQuest database. It is found that compared to India, China has a higher conversion ratio of dissertations into journal articles. It is also observed that Indian authors prefer to contribute articles in Indian journals and Chinese authors publish more in PMC (PubMed Central) based open access journals.

ICT competency framework for LIS professionals in India: a modular quotient

Title: ICT competency framework for LIS professionals in India: a modular quotient
Authors: Tyagi, Uma; Yanthan, Zuchamo; Kumar, Vinod; Tyagi, Anil Kumar
Abstract: The study aims to develop a quotient towards a methodology wherein standards of web-based ICT competency framework for LIS professionals in India can be codified in a broad-based model. This in turn could result in evaluating the current skill-sets and identify ICT requirements for future development in LIS areas. This is also an attempt to design a web-based platform for LIS professionals in ICT competencies in India. The modular web-based framework could be used in the national programme for continuing education of librarians as a tool to adapt curricula to the expectations of professionals in university libraries; foster career-long education and lifelong learning of librarians; support assessment according to the professional development plan and to enhance ICT competencies of university personnel.
