National laws within the EU as to copyright and related rights have been extensively harmonised over time. One of the main drivers for this harmonisation has been the aim of establishing a single European market in goods and services. But harmonisation alone can only achieve so much, and its limits are now being experienced. This article discusses the degree to which harmonisation alone has not been able to achieve a single market in products and services that are the subject of copyright and related rights, and what further legislative responses could seek to address this.en_US
