The Education Commission (1964-66) in its chapter on Science Education and Research has observed: "It is unfortunate that most of the quality books in science and technology, even at the undergraduate stage, are still very largely imported, All imported books are not quality books. A large scale import of textbooks in science and technology is not only expensive and costs foreign exchange, but it is bad for our intellectual morals. The country has the talent and other resources required to produce first-rate books, but it appears that what is lacking is determination and planned effort. The Inter –University Board and the UGC should take a lead in the matter so that by the end of the Fourth Plan most of the books required at the undergraduate level and a considerable number at the postgraduate level are produced within the country. It is important that learned and professional societies in the country lend active support and encouragement to the preparation of outstanding books and monographs, and give high professional recognition to such works - it should enjoy a status accorded usually to research."en_US
