Growth rates and magnetic field intensities are calculated in the coherent cyclotron resonance mechanism for both the energetic electrons and protons resonating with ELF whistler-mode waves at a low ionospheric height of 400 km in the inner radiation belt. The results show that the growth rates are significant in the case of electrons only and the magnetic field intensities are comparable with the observed intensities. Further, the spectral characteristics of the emissions in which the peak intensity occurs at 0.5 kHz are reproduced by employing an exponential model for the electron fluxes. These results are in good agreement with the observations in the Intercosmos-5 satellite.en_US
