| Abstract: | A Formalism of a generalized dispersion relation for the propagation of electromagnetic waves in a weakly ionized gas, under the influence of an alternating electric field and a const magnetic field, is given on the basis of Boltzmann-Fokker-Planck equation. Generalized Appleton-Hartree formula and expressions for generalized dielectric and conductivity tensors are deduced. Theories of electron-mol and electron-ion effective collision frequencies are discussed and the results are compared with those obtained from ground-based radio observations. |
