The ground-based methods of determination and results on collision frequencies are reviewed with emphasis on the F-region. The results of an extensive series of measurements of collision frequency in the F-region, currently in progress at the Delhi University, are given. Based on these new findings a hypothesis is put forward to explain these and the earlier results to reconcile them with the gas kinetic values of collision frequency.en_US
