A comprehensive evaluation model, which incorporates interpretative structural modeling (ISM) and fuzzy analytic network process (FANP), was applied in this study. This framework developed a methodology and scoring system which allows decision makers to define suitable areas for sustainable development through the restoration of environmental values and natural ecosystems. The results highlight that incorporating sea oriented criteria is useful for conservation of coastal land and adjacent sea, as well as providing information for development plan.en_US
