Abstract: Absorption and fluorescence spectral characteristics of 4-hydroxyquinazoline (4HQ) in four different solvents and Ho/pH/H in the range of - 10.4 to 16 have been investigated. The pKa and spectral characteristics have established that 4HQ exists in the keto form. 4HQ reorganized to enol form before it is deprotonated. The first protonation occurs at nitrogen atom 1 and second at the carbonyl group. pKa values in S0 and S1 states have been determined.
